1. The Federal Reserve doesn't know what they're doing? Uh, okay.  Not against this HOURs concept, I think it's interesting but to say that the Fed doesn't know what it's doing is a rather extreme statement.  They've been around quite a while, I think they know what they're doing.  Also, your website, which should show all the places where the currency could be used doesn't seem to work anymore.  I'd have more faith in your concept if you had a working website.
2. Bitcoins does not involve the FEDS at all, the only downside with Ithaca currency they still have to report to the FEDS

7. How easy is it just to print this money out at home, though? To what extent, if any, has counterfeiting occurred? What about buying something out of state or when traveling? How do you get Fed dollars if all money is made via Ithaca dollars?

MAYBE - but if it (and many other systems now in use) were,for instance,digital,then it would be much easier to take OUT of the community (financial flight) which of course cancels out the aim of KEEPING IT Local. If I tried paying for a coffee with a foreign note or coin,the owner would say 'Sorry,we don't except that here.' Peace
10. Money is only a means of exchange; nothing more, nothing less. Why should the 1% control our legal tender laws. Money=debt and debt=money. Watch the 3 part series of "Money as Debt" on youtube if you haven't already.
11. A better community and business solution. But I saw few flaws on issuing Paper notes.No good at paper qualities,no good at numerical coding system on paper notes,easily wear and tear.
