4. Hey, I have an idea. Why not let people voluntarily exchange goods and services? It is called free markets and usually works if the society is not too corrupt.

6. I can tell you the fast and easy way to fix this. Send in military trained agents dressed as civilians and shoot up the exchange places in the border towns. Rob the exchange places and anyone exchanging money there. It is now a high crime area with lots of bandits. People will avoid exchanging money there.

    Only sound money, 100% backed up with diversified assets (bonds, commodity futures, stocks, real estate) in trusted countries and without excess printing works well. Such a central bank can lend out money for free to the infrastructure in the country, but the government must not spend more than it earns.
    
    Everything else is just economic terrorism, and if your leaders do that, they are either stupid or more likely foreign agents working for other powers to destroy your country.
