Honor Points boost your honor Level instead. As you boost your Honor, you'll receive platinum, artifact power, and Honor Talents. Honor Talents are yet another set of skills that are dynamic when players are in PvP situations/combat. In PvP content, you shall get a preset set of stats for your specialization. Your set bonuses, enchants, legendary bonus deals, or trinkets will be deactivated. Equipment can still improve your personality in PvP, but for example, a 25 item level difference will result in a 2.5% difference, not a 25% difference.
